There has been some recent changes in Customs regulations in China, and as a result there are new requirements in the export and import clearance process. Below is a brief summary of these changes.
Harmonised System Codes
All shipments (excl documents) being exported from or imported into China will require a harmonised system code (HS Code) to be indicated on Customs declaration forms. The provision of the HS code, along with an accurate goods description will help expedite HS classification and ultimately clearance of goods.
Importer & Exporter Customs Registration Codes
All importers and exporters in China are required to register with Customs for an importer or exporter Customs registration code (CR Code) or appoint an agent who has a CR Code and is authorised to act as the importer or exporter of record for their shipments. This CR Code is to be indicated on Customs declaration forms for all shipments (excl documents and personal effects)
We urge you to relay the importance of these requirements (both HS and CR Codes) to your trading partners in China as soon as possible. Shipments being imported or exported may be placed on hold by the Customs authorities until this information is made available.
These new regulations were effective on 1st July 2010 and could potentially impact the Customs clearance process for your shipments to and from China. The requirements are not presently mandatory, but it is highly recommended to begin working towards adhering to these guidelines.
